Periodic reviews are one of the principal mechanisms by which ORR holds Network Rail to account, and secures value for money for users and funders of the railway.
In this review, we determined what Network Rail must deliver in control period 6, the funding it required for this, and the incentives needed to encourage effective performance and delivery. This would feed through into the service that passengers and freight customers receive and, together with taxpayers, ultimately pay for.
Our initial consultation on PR18 (published in May 2016) sought views on our proposed approach to the review, including our aim and objectives, our proposed high-level approach and how this might be implemented. We published our conclusions in November 2016, confirming our high-level approach and setting out our next steps.
