Our work on the CP7 performance reset, including links to consultations and other publications.

Due to the challenges of forecasting whole-industry performance for the final three years of control period 7 (CP7), the CP7 performance reset was initiated during the 2023 periodic review with the aim of:

  • reviewing passenger train performance measures
  • resetting passenger train performance targets 
  • recalibrating associated financial incentives

Our work on reviewing train performance measures took place in 2024. For resetting train performance targets and the recalibration of financial incentives, the substantive work takes place in 2025. Throughout all stages of the CP7 performance reset there is extensive engagement with industry and other stakeholders.

By 1 April 2026, a revised set of passenger train performance targets and financial incentive parameters will be in place covering the last three years of CP7.  These will provide robust reputational and financial incentives to support Network Rail in delivering reliable and punctual services.
