On 26 July 2011 we published a consultation on establishing Network Rail's efficient expenditure, which closed on 14 October 2011. The purpose of the document was to explain our approach to establishing the level of efficient expenditure for Network Rail in CP5, including the methods we intended to use, the range of studies we intended to undertake and the work Network Rail would do itself.
The consultation covered topics including:
- Support and operations expenditure
- Enhancements expenditure
- Maintenance and renewals expenditure
September 2011 workshop
We held a workshop on 21 September 2011. The workshop consisted of a number of sessions to discuss the issues raised in our consultation. The overall purpose of the day was to recap on the key proposals we set out in the consultation and provide an opportunity for you to question us and have a wider discussion on the proposals and issues raised.

October 2012 workshop
We held a workshop on 26 October 2012 to update industry stakeholders on the progress of our work on assessing the efficient levels of expenditure for Network Rail, including how we were planning to assess efficient expenditure elements of the strategic business plan, ahead of its publication by Network Rail in January 2013.
