Conclusions to December 2018 consultation
On 20 December 2018, we published a statutory consultation detailing the proposed changes to Network Rail’s licence for CP6. The publication included: the full legal drafting of the proposed licence; an explanation of changes from the current network licence; and the statutory notice for our proposals.
Network Rail agreed to these changes in a letter dated 28 January 2019. Today we are publishing our response and the modification notice formalising the changes

In June 2018, as part of our Periodic Review 2018: draft determination, we published a consultation on our policy approach to reviewing Network Rail’s network licence. It set out our proposals to restructure the existing obligations within the network licence and introduce a number of new obligations for the start of control period 6.
An additional consultation in July 2018 provided the text of the draft revised network licence. We concluded on our policy decisions following these consultations on 31 October 2018.

In June 2018, as part of our Periodic Review 2018: draft determination, we published a consultation on our policy approach to reviewing Network Rail’s network licence. It set out our proposals to restructure the existing obligations within the network licence and introduce a number of new obligations for the start of control period 6.
An additional consultation in July 2018 provided the text of the draft revised network licence as well as setting out our policy rationale for a small number of specific areas not covered in the June consultation.
We published final responses alongside our final determination on 31 October 2018.
