Investigation of National Highways’ compliance with its licence and delivery of the second road investment strategy (RIS2)
On 14 February 2024 we opened an investigation into National Highways’ compliance with its licence and delivery of RIS2.
Investigation outcome

We have found National Highways to be non-compliant with condition 7.3(e) of its licence. This condition states that National Highways must collect, record and provide data or information to us enable us to fulfil our statutory duties.
We have statutory duties that contribute to driving more efficient and effective performance by National Highways for the benefit of road users, communities, and taxpayers.
We have sent a letter to National Highways outlining our decisions in detail.
The company has committed to develop and implement an improvement plan to bring it back into compliance with its licence.
Our final investigation evidence report sets out our detailed assessment.
We have also published the case to answer letter we sent to National Highways and its response to it. Both letters have informed our decision.
