About ORR

The Welsh Government specifies and monitors the train passenger franchise in Wales.

Transport Scotland was established in January 2006 as an executive agency of the Scottish Executive directly accountable to Scottish Ministers.

We publish data and information about ORR as part of our commitment to transparency.

The Government has set out the need for greater transparency in public expenditure.

This system allows us to publish notices, pre-qualification questionnaires and invitations to tender online, and allows potential suppliers to submit any queries and their responses electronically.

The Government's policy on creating opportunities for SMEs and third sector organisations is to encourage and support these organisations to compete for public sector contracts where this is consistent with value for money policy and the UK regulations, EU Procurement Directives and our obligations under the Treaty on the Functioning of the European Union.

To ensure that we get value for money we need to have our requirements open to the appropriate level of competition.

As the safety and economic regulator of the rail industry and Highways England’s monitor, we work with a number of organisations in the railway industry.
