ORR appoints director, economic regulation

John Larkinson

In his current role as director, railway markets and economics at ORR, John led the 2013 periodic review – setting Network Rail's funding and outputs for the next five years. An economist by trade he joined the rail regulator in 2005 from the Strategic Rail Authority and has since held a number of high-profile positions, including acting director for railway planning and performance.

As director of economic regulation, his responsibilities will now involve monitoring Network Rail against the challenges of the next five years set out in ORR's 2013 periodic review, including financial monitoring, and overseeing the delivery of ORR's role as the consumer authority for the rail industry.

Welcoming the appointment, ORR chief executive Richard Price said:

I'm delighted to appoint John to this role. John knows the railway and the challenges it faces, both from a regulatory and a commercial perspective. He also brings a focus to our work to make sure the railway's customers are better served – for example getting better information from the industry, making sure big investments reflect their interests, and that they know their rights.
In the last eight years John has been a real asset to ORR, demonstrated by his work on our latest periodic review. I am sure John will be a great success in his new role.

John will also work closely with ORR's newly appointed director of railway markets and economics, Joanna Whittington, on the development and preparation of the 2018 periodic review.
