If a railway operator wants to run trains on the rail network, it must seek the independent rail regulator's approval for a track access agreement with Network Rail.

ECML Capacity Study

In 2014 Network Rail produced a capacity options report and a timetable assessment to inform ORR on the capacity options that will exist on the ECML from 2020. Network Rail provided an update letter on 20 May 2015.
