ORR's retail market review considers how regulation and industry practices and arrangements for ticket selling are facilitating choice and promoting investment and innovation in the best interests of passengers. This consultation document set out these arrangements, and identified potential impacts on the retail market.
We invited views on the materiality and relevance of these impacts from all stakeholders, including TOCs, industry and consumer representatives, third party retailers, governments and individuals.
We intend to follow-up with a second consultation in early spring 2015, with potential recommendations to capture the opportunities and address the issues, where necessary.
