This was ORR's first consultation on its new Highways Monitor role. Our role was established to monitor the performance and efficiency of Highways England (previously the Highways Agency) in its management and enhancement of the strategic road network – the motorways and main 'A' roads in England. The document set out the scope of our new role and described our planned approach to monitoring. We consulted on our proposed objective and how we proposed to implement the role.
The target audience for the consultation was all road sector stakeholders. This includes road users, government, all parties involved with the management and enhancement of the strategic road network, and all those affected by it.
