Following an incident in March 2012 where a Network Rail contractor received an electric shock from a signal location cabinet, an Improvement Notice was served on Network Rail which required them to review their 650V signalling distribution equipment. The results of this review showed that significant numbers of cabinets in public places were not earthed or bonded – which was contrary to the assurances given by Network Rail. This IN requires NR to perform a review of all cabinets in public places, and to ensure that earthing and bonding is installed in all of them. The notice was issued due to SPT's failure to demonstrate a suitable and sufficient assessment of the braking and coupling requirements and maintenance of their engineering vehicles, thereby placing their employees and contractors at risk from uncontrolled movements of such vehicles. |
