In late 2015, we began preparing for reviews of Schedules 4 and 8 of the track access contract (the possessions and performance regimes, respectively) for the 2018 periodic review of Network Rail (PR18).
The Schedule 4 possessions regime compensates train operators for the financial impact of planned possessions – where operators cannot access the network because Network Rail is carrying out engineering work. The Schedule 8 performance regime compensates train operators for unplanned service disruption caused by Network Rail and other train operators.
We asked for views of the effectiveness of the current regimes, including aspects that worked well, the scale of any potential problem, and what the priority areas for improvement should be.

ORR hosted a workshop with a group of stakeholders on 5 August 2016. The purpose of the workshop was to discuss and hear stakeholder views on potential policy options.
