On 1 August 2012 we published a consultation on what Network Rail will need to deliver in 2014-19 (control period 5).
The consultation covers the 'output framework' – the outputs we will set Network Rail, the main indicators we will use to monitor the company and the enablers (measures of Network Rail's capability to deliver).
The output framework is a key part of PR13 and potentially affects all stakeholders. The document provides background on the output framework for the current control period (CP4) and sets out our proposals for change. It builds on the high level output specifications (HLOSs) recently published by the Secretary of State for Transport and the Scottish Ministers.
We are seeking views on the overall framework and on specific consultation questions.
