Smart Motorways Stocktake Action Plan

CEPA and EAM were jointly commissioned by ORR to undertake a review of a subset of five actions committed to by Highways England as part of the DfT Smart Motorway Stocktake and Action Plan. This document reports on the consultants’ review of Highways England’s progress against these actions (up to the end of February 2021), as well as an extension task to review Highways England’s operational resourcing of smart motorways (carried out during May 2021).
