Duty of cooperation/dispute resolution
This page contains guidance on how the rail industry can resolve disputes if lack of cooperation between transport operators is perceived to endanger safety.
The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS) Regulation 22 requires transport operators to cooperate with one another.
There are industry processes to resolve disputes where lack of cooperation is perceived to endanger safety. If these industry processes fail to resolve issues, transport operators have the option (as a last resort) of escalating disputes to ORR.
The processes contained in Escalating disputes to ORR under ROGS Duty of cooperation describe how we will handle these, and the template that we require parties involved in a dispute to complete and send to us. PDF, 1,797 Kb
