Independent reporters

Independent reporters provide us with professional advice on the quality of Network Rail's provision, as specified in their licence.

Network Rail's network licence includes a condition providing for independent experts (reporters) to be appointed by the network operator (Network Rail), with our approval.

Independent reporters assess Network Rail's asset management (Lot 1); monitor enhancements projects (Lot 2); provide data assurance (Lot 3); and evaluate Network Rail's delivery outputs (Lot 4).

From January 2015 three reporters have been appointed:

  • Lot 1: ARUP and CH2 MHill - analyse and review Network Rail's asset management
  • Lot 2: ARUP and Nichols - support our monitoring of Network Rail's enhancement projects.
  • Lot 3: ARUP - review Network Rail's data to provide us with assurance of the accuracy and reliability of their information.
  • Lot 4: ARUP and Nichols - monitor and evaluate Network Rail's delivery of its outputs and commitments for CP5.

Previous arrangements with independent reporters covered data assurance (Part A); review and assessment of Network Rail's business planning and asset management (Part B); and monitoring of enhancements projects (Part C).

The purpose of this Mandate (Ref. L1AR002) was to verify the degree to which workbanks delivered in the first year of CP5 were in alignment with Network Rail’s maintenance and renewal asset.
Policies and, in turn, the degree to which NR is able to demonstrate that it is managing the network sustainably in a Whole Life Cost efficient manner.

The Freight Delivery Metric (FDM) was introduced as the regulatory performance output for freight in CP5. Due to its status as a formal output, Arup were commissioned to review the metric and assess the methodology by which Network Rail captures data and how that is reported. The final report provides a confidence grading on the system reliability and data accuracy of FDM at a national level and makes recommendations on areas of potential improvement.

Network Rail has established asset management indicators to demonstrate its management of its asset base. These indicators reflect the robustness (reliability) and condition (sustainability) that the assets have achieved based on the application of its asset policies and delivery of the anticipated renewal and maintenance plans. Arup were commissioned to conduct a review covering a number of these asset measures. The report makes an assessment of the system reliability for each of the measures and verifies the accuracy of reported data for 2015-16.

Network Rail plans and delivers renewals of its assets based on a programme shared with us at the beginning of each financial year and reports on its actual volumes delivered within its Annual Return. Information on renewal volumes is an important input into our assessment of Network Rail’s efficiency and delivery of its asset policies. This report reviews the reliability and accuracy of Network Rail's reporting of renewal volumes for the following assets groups in 2014/15: track, signalling, civil engineering, telecoms, fencing, buildings and electrification and plant. The report also reviews progress made against recommendations made in a previous study (Audit of Renewal Volume Data 2012/13) as well as making seven new recommendations to address issues identified in the current process.

This review’s aim was to determine if 1. Costs incurred for NR station projects are efficient and 2. NR is more expensive in station project delivery than other bodies.
In our study we assessed NR delivered footbridges and lift projects on stations, TOC delivered smaller scale improvements on stations and local government delivered new stations.
We found NR’s costs had improved over time and were favourable to other comparable industries, although we can’t say NR can’t be more efficient.
Due to the different type of station projects, and as NR recorded costs differently to other bodies, we can’t say whether there is a significant difference in their respective project costs. To overcome this we recommend that all publicly funded railway projects use a consistent methodology, namely RMM, to record their project costs.

ORR and Network Rail jointly commissioned an independent report for assurance on the re-planned investment programme to 2019, (The Hendy Re-plan). The report emphasises the importance of Network Rail’s Enhancement Improvement Programme (EIP), which is designed to improve Network Rail's capability to plan, cost and deliver projects. This review by Arup determined the reliability and accuracy of parts of Network Rail's 2014-15 regulatory financial statements. The review covered total financial performance; volume incentive; maintenance volumes, unit costs and expenditure; and renewals volumes, unit costs and expenditure.

We commissioned these reviews to check that NR's major infrastructure programmes were appropriately organised, governed and resourced to successfully enable the significant and complex timetable changes planned for CP5 and beyond. Part 1 of the review developed a set of generic assurance checks, by reviewing NR's existing processes and best practice. These assurance checks become known as a 'rapid assessment framework' for NR's major infrastructure programmes. Part 2 applied the rapid assessment framework to six major infrastructure programmes, namely: East Coast Programme, Northern Programme Yorkshire, Midland Mainline Programme, North of England (incorporating NW Electrification and TPE), South West Programme and Edinburgh Glasgow Improvement Programme (EGIP).There are some important recommendations in Part 2 that NR are taking forward as a matter of urgency.

The CP5 Final Determination required Network Rail to submit and publish a plan in March 2015 for the work it proposes on renewal of civils assets during years 3, 4 and 5 of CP5. This plan, referred to as the Civils Adjustment Mechanism (CAM) plan, would be reviewed by ORR to form a judgement on the volumes and efficient costs of the work for which Network Rail will be funded in our '2015 civils determination'. The Independent Reporter was appointed to (a) review Network Rail's progress in developing robust cost and efficiency data to support compilation of the CAM submission and (b) assist ORR in reviewing the cost and efficiency elements of the CAM submission and supporting evidence. This report presents the findings of the first element of the Reporter's mandate.

The purpose of this report was to provide Network Rail and the ORR with a basic assessment of the sufficiency of Network Rail's roadmap for control period 5 (CP5). The outputs in the report are intended to provide a 'simple headline view' of the robustness of the roadmap with a view to achieving the 72% maturity level by 2018 as set out in the ORR's final determination. This target was set by the ORR as a specific regulated output measure for CP5.

Audit of £250m fiscal stimulus civils spend - summary report by Nichols pdf icon PDF, 963 Kb
The UK Government in its 2011 autumn statement announced a fiscal stimulus package for civil engineering railway assets in England & Wales. This £250m package for additional maintenance and renewal works for civil engineering assets concluded on 31 March 2014. Over 1000 projects were identified and progressed across all Network Rail's routes in England and Wales. The projects were designed to deliver rapid asset improvement across 5 principal areas: bridge painting; earthworks; spandrel walls; scour protection; and hidden critical elements.

This report provides a review of Network Rail's capability in project, programme and portfolio management. It provides an assessment of Network Rail's existing capability, along with recommendations for further improvement. The report recommends the use of the Cabinet Office's P3M3 measure, which will be an enabler throughout Control Period 5 (2014-2019).

This report highlights the findings of the Independent Reporter in review of a series of key punctuality performance indicators and measures produced by Network Rail for the ORR, to ensure their correctness. The report also investigates concerns about the reliability of an undocumented process for manually recorded data. The report concludes that manually recorded data has an immaterial effect on the performance metrics against which Network Rail are held to account. The report also concludes that delay attribution has improved since the previous study, and provides accuracy and reliability scores for each of the KPIs.

Arup as the Part 'A' Independent Reporter was commissioned to undertake an audit of Network Rail's asset data quality. The study was initiated in order for the ORR to be satisfied that the asset databases used by Network Rail in the development of their Strategic Business Plan (SBP) and for day-to-day operations are robust. The scope of work comprised a review of Network Rail's asset inventory and condition data in order to test currency, completeness and accuracy of its data.

Independent review and assurance of Network Rail buildings & civil's transformation programme - summary report pdf icon PDF, 1,612 Kb
In June 2010, Arup as Independent Reporter was commissioned by Network Rail and ORR to work in tripartite collaboration to develop an agreed and benchmarked view of Network Rail's position with respect to Civil Structures' Asset Policy, Stewardship and Management of Structures together with proposed opportunities for improvement (Mandate AO/007). The final report was published in March 2011 and made 77 recommendations for improvement. As a consequence Network Rail initiated a Building & Civils Asset Management (BCAM) Transformation Programme to improve the way that Buildings and Civils Asset Management is undertaken. In June 2011, Arup were appointed (Mandate AO/019) to undertake a constructive review and assurance of the Network Rail BCAM Transformation Programme. This Final Report dated May 2013 summarises the progress made by Network Rail with their BCAM Transformation Programme up to 31st December 2012 when all 77 recommendations were planned to have been 'closed-out'.

This report discusses the quality of the Health and Safety data that Network Rail sends to ORR to comply with NR's obligations under the RIDDOR Regulations and the Annual Return. The quality of the data surrounding the standard safety KPI's all matches the quality benchmark set by ORR. For the first time in 2012 Annual return Network Rail provided Occupational Health data on six data sets.
