Consultation on improving Network Rail’s renewals efficiency

Network Rail’s efficiency in renewing the rail network is crucial to the value for money that passengers, freight users and taxpayers get from the railway. This efficiency has fallen in recent years.
This consultation document seeks views on what Network Rail, ORR and the wider industry need to do differently to improve renewals efficiency in CP6. It draws on an analysis of the experience of CP5 and wider planned changes for CP6. The outcome of the consultation will help inform our approach to scrutinising Network Rail’s plans for CP6.
