Network Rail’s efficiency in renewing the rail network is crucial to the value for money that passengers, freight users and taxpayers get from the railway. This efficiency has fallen in recent years.

This consultation document sought views on what Network Rail, ORR and the wider industry needed to do differently to improve renewals efficiency in CP6. It drew on an analysis of the experience of CP5 and wider planned changes for CP6. The outcome of the consultation would help inform our approach to scrutinising Network Rail’s plans for CP6.

This was to provide assurance on Network Rail's progress in developing efficient plans for CP6, prior to the planned issue of the statement of funds available (SoFA) for England & Wales and Scotland in October 2017.
