This consultation document sets out how we use our powers to carry out our regulatory enforcement responsibilities arising from health and safety and other relevant legislation. It will replace the existing document last published in April 2013.

ORR is the health and safety enforcing authority and National Safety Agency for Britain's railways. We safeguard the public and the workforce by regulating the rail industry's health and safety performance. Our work covers the mainline railway, High-Speed 1, light rail, heritage railways, tram networks and Metro systems.

We invite interested parties to comment on our revised health and safety compliance and enforcement policy statement.

There are no changes to the principles of our formal enforcement. There is a new short section on how we comply with the Growth Duty (a duty under the Deregulation Act, 2013) and, some advice on how decisions around enforcement can be challenged
