Mainline transport operators annual safety reports

Any mainline transport operator who holds a safety certificate or safety authorisation must send us an annual report on their safety performance.

Under regulation 20 of the Railways and Other Guided Transport Systems (Safety) Regulations 2006 (as amended) (ROGs), mainline transport operators who are required to have a safety certificate or safety authorisation must prepare an annual safety report relating to the previous calendar year and send it to us by 30 June of the following year.

We have worked closely with transport operators and the Rail Safety and Standards Board (RSSB) to establish a process, resulting in the production of updated guidance for mainline operators, and a standard template which transport operators are encouraged to use for their reports.

The common safety method (CSM) for risk evaluation and assessment (Commission Regulation 402/2013/EU) requires mainline transport operators to report briefly on their experience with the application of the CSM. The report must also include details of the decisions related to the level of significance of changes.

The CSM for monitoring (Commission Regulation 1078/2012) requires mainline transport operators to report briefly on their experience with the application of the CSM. Entities in charge of maintenance (ECMs) for freight wagons must also report in their annual maintenance report their experience of applying the CSM for monitoring.
