DfT announces new monitoring function for England’s strategic road network

The Strategic Road Network Monitor ( SRNM ) will scrutinise the cost and efficiency of the newly created Strategic Highways Company, which manages motorways and key trunk roads, to help drive value for money and performance for taxpayers and road users.

SRNM will operate and be funded as a separate function within the Office of Rail Regulation (ORR). It will consist of a new team with staff dedicated to working on roads issues, including engineers and network management experts recruited from outside ORR. SRNM will be able to call on ORR's expertise in asset management, major project and performance monitoring, efficiency analysis and improving value for money, and benefit from sharing established office services.

ORR chief executive Richard Price said:

We will work closely with key stakeholders to develop the cost, efficiency and performance monitoring function for England's strategic roads network, so that it provides independent and credible advice. ORR has a good track record and our work in rail is helping to deliver billions of pounds of efficiencies, better performance and improve the openness and public understanding of the industry.

SRNM's role will be developed over coming months in consultation with the Highways Agency, the Department for Transport and other stakeholders.
