The legal framework for the certification of entities in charge of maintenance (ECM) of freight wagons (Commission Regulation (EU) 445/2011) allows EU Member States to choose whether the certification body function is carried out by a private (accredited or recognised) or public (the national safety authority) body. ORR, as a national safety authority in the UK, has carried out the certification body since the legislation took effect in 2012 and we have reviewed this position every two years with a view to considering stepping away from the role when the market for accredited organisations had developed.

Following a review in 2016 ORR has concluded that there are now sufficient accredited bodies in the market to allow it withdraw from performing the ECM certification body function.
